The currency in Latvia as a whole is the lat, although in Riga, Credit cards are widely accepted in major shops, restaurants and hotels. VAT is added to purchases in shops at the rate of 18%, and you should ensure that this has been included in the ticket price of any goods that you want to buy in the country.
Tipping is not compulsory, but usual, and 5-10% is about average for good service.
In major shops and department stores, you are unlikely to get a discount for bargaining, but at markets, a bit of haggling is normal, although unless you speak pretty good Russian or Latvian you are unlikely to get much of a discount.
