Vilnius has a good network of public transport linking the airport with the city, and also for getting around once there. Buses run regularly until about 1am and you can buy a daily card to get you around if you're doing a lot of travelling. Taxis run 24 hours a day and are quite expensive in comparison with public transport, but most convenient.
Hiring a car in Lithuania is possible and not too expensive, but not necessary if you're only planning to remain in Vilnius.
