Driving in Istanbul is certainly not for the faint-hearted, and as such, its not advisable to hire a car unless you are planning plenty of trips out into the country as a whole, and only using the city as your base.
The best way of getting around is to use taxis and mini buses, which seem to service every possible route around the city, and are reasonably priced. Some attractions, such as the Tokapi and the Blue Mosque are located close together, and you can walk between them easily.
