Because China is such an overwhelmingly vast country, it has almost every possible climate somewhere inside it, from almost tropical in the far south around Hong Kong through to freezing cold in the mountains, and north of the country during the winter. Beijing has a similar climate to Central European cities such as Munich, with cold winters and hot summers, and as such is not that attractive during the period from November through until early March.
A great time to visit the country if you're a fan of the culture is during one of the major festivals such as Chinese New Year, when everything comes to life a bit more, and the normally staid population go a bit bonkers for a weekend. Hotels in the main cities do get booked up well in advance over the main events, so it pays to make your reservation early.
