Away from the capital Oslo, Tromso is one of the most pleasant cities in the country. Ostensibly the gateway to the arctic north, Tromso is a colourful pleasant town with plenty of museums and attraction for visitors. It's a good place to see the Northern Lights, and has some good parties at midsummer, when they get 24-hour daylight.
If you really want to get into the Arctic, about the most northerly town anywhere in the world is to be found at Hammerfest. Actually a fishing village, Hammerfest is fast becoming one of the most important destinations for tourists in Norway, and people come from all over the world to see the wildlife, the midnight sun, and the aurora borealis.
It's not a good idea to visit the arctic from October onwards until about March, unless you like temperatures so low that your skin will probably fall off.
