Most travellers coming on a package holiday to Bali booked through a tour operator will already have an airport transfer arranged, and be met upon arrival at Ngurah Rai airport before being driven to their hotel.
If you haven't had this service arranged in advance, then taxis are available for a fixed price at the airport, or on a metered service just across the road.
Getting around the island can be done most easily in a private taxi, and many drivers will offer their services for daily charter rather than paying per journey, there are also public buses, which are very cheap, but also very basic, and although it is possible to hire a car in Bali, it is not always recommended, as the roads can be confusing, and prices are more expensive than arranging a driver and car on a day to day basis.
